Site Contract Administrative Leader

Job Description
The Site Wide Contract Administrator is a leadership position accountable and responsible for managing the site wide contracting process. The Site CA is responsible for ensuring that contract administration policies and procedures are documented and that all CA and Field CA personnel involved in the contract administration process receive the appropriate level of training on an annual basis.
This position ensures that the site contract administration process is in compliance with corporate standards and internal control requirements. The Site Contract Administrator leads the development and implementation of the site Contracting Strategy. The Site CA leads the six step process for contractor safety and verifies receipt of services. The Site CA has functional responsibility for other CAs and FCAs on site.
Site Wide Accountabilities:
Adherence to DuPont Core Values throughout contracting process.
Manage Contractors and ensure alignment with S39G & S21A
Implementation of the six-step process for contractor safety:
Contractor prequalification process including variance process
Bid package development including site conditions and scope development
Managing the bid cycle and contract award process with Sourcing
Providing and documenting contractor safety orientation with the SHE professional
Auditing contractor training including home office audits
Coordination of work in the field including safety audits, JSA audits, and the work permit process
Ensures compliance with regulatory and DuPont safety requirement
Managing the post job evaluation process
Provides strategic planning and leadership for the site contract administration group and sourcing.
Set COTs and manage daily duties/performance of (10) direct reports, which include; Contract Administrators, SAP Financial Analyst, SAP Key User, and Work Activity Coordinators in various plant locations.
Challenges current practices and raises expectations across the site.
Development and implementation of site contract administration procedures and simplify processes.
Drive cost competitiveness to ensure long-term prosperity. Monitor monthly and annual spend reports for all site contracted work.
Responsible for maintaining the site conditions and site contracting strategy and ensuring that all contract personnel are accountable for following.
Oversight and training of other Contract Administrators, Field Contract Administrators, Administration Support, and Field Representatives on the CA Process and site procedures as they pertain to on site contracted services.
Provide training and monitoring the handling of contractor employees for the avoidance of co-management issues.
Responsible for the receipt of services process on site, including working with accounts payable to resolve invoice issues.
Establish Site level metrics in line with required corporate metrics and to drive site improvement (Site TRFR, # variances, % compliance with contracting strategy, training).
Responsible for driving the injury management and incident investigation process for contractor incidents that occur outside of operations. Be an active participant in all contractor incidents investigations, with site leadership, for incidents that may occur within operations.
Manages the interface between the contractors, legal, sourcing, SHE, accounts payable, tax, the project process and any other party.
Look for leveraging opportunities to other sites within geographic cluster or region.
Ensure that everyone has line responsibility for Safety with in their specific work space.
Work with site operations, maintenance, construction, and engineering for execution of CCMS safety, quality, productivity, and cost objectives.
Provide SLA oversight for CA Team and responsibilities. Coordinate and negotiate any site grounds improvements with landlord.
Job Qualifications
Bachelor's degree required, Engineering or MBA preferred,
5 years Manufacturing experience
Demonstrated People Leadership experience
Six Sigma, Lean Process Improvement methodologies preferred
Microsoft Suite of applications (Word, Excel, SharePoint)

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
